A crucial bit of information was omitted on this web page that portrays the FAA as having "full control over aircraft noise". In 1973 Burbank Airport was privately owned.  This meant that the FAA did indeed have control over noise in this case.

Contrary to Burbank Airport, San Francisco Airport is owned by a municipality, the City and County of San Francisco, that is not preempted by the FAA. The city alone has legal responsibilities for the runway noise and the people affected by it.
